Career guidance helps learners make informed educational and occupational decisions. Given this importance, this descriptive study assessed the extent of compliance of 57 Career Guidance Advocates implementing the Career Development Support Program (CDSP) in a small-sized division in Negros Island Region during School Year 2025–2026, as a basis for a capability-building plan. Data were gathered using a validated and reliability-tested researcher-made questionnaire. Respondents demonstrated a great extent of compliance across all CDSP areas while encountering a moderate level of implementation difficulties. Compliance did not differ significantly by age or sex. However, significant differences based on the number of related trainings attended emerged in Learner Career Guidance and Support Services; Documentation, Monitoring and Reporting; and Professional Ethics and Continuous Development. Accordingly, a capability-building plan emphasizing competency-based professional development, mentoring, technical assistance, and stronger institutional support is recommended to address identified gaps and further improve the consistent, responsive, and effective delivery of career guidance services to learners across schools.
